Dr. Harold Brown, Paul H. Nitze and Major Genral Royal Allison arrive in Helsinki, Finland for arms control negotiations with the Soviets, November 15, 1969. These negotiations would eventually lead to the ABM Treaty and the interim agreement on strategic arms (START I).
